REGULATIONS
Foundation "We, the People of Bulgaria"
Preamble:
We believe everyone who thinks, feels and acts like
a Bulgarian, regardless of political or religious
beliefs, to be a potential member of our Foundation.
At first place we put the interests of Bulgaria,
but only and always in harmony with the moral principles
and laws of the civilized world.
We do not judge anyone, because we believe that
the best way to show the love and respect to the
people around us is respecting the free will in
others, as well as ours, but we deeply believe in
the law and enforcing it as a part of the Global
Justice.
In accordance with this statement, we reject any
attempt for manipulating the human mind with the
purpose of running politics, whatever these aims
could be. We believe that the World has come to
a period when personal responsibility and the internal
striving of every person for finding the Answer
will play main roles for the planet's survival.
We realize as a shameful fact that the legislature
since the socialist period of Bulgaria has accepted
the role and place of our people to be more important
that the laws, our Parliament accepts today in democratic
Bulgaria.
We will resist with all legal instruments against
the creation of laws that provide control over comfortable,
easy and cheap use of the potential of the Bulgarian
society, and the territory of Bulgarian lands for
objectives that look like but actually are not in
the interest of the country itself and its independence.
We highly appreciate and we are grateful for each
gesture toward containment of Bulgaria, which does
not require in return independence or dignity of
the Bulgarians.
We respect all criticism, advice and reference,
however we formulate decisions based on our principles,
and we take full responsibility for them.
We believe that the world progress has to be in
a delicate assembly between the rationalism of the
West and the spirit, which sometime can be confused
with lack of rationalism, of the East.
We will work to bring back the quality of the Bulgarian
education as a mean to up bring deserving, intelligent,
unwilling to be manipulated Bulgarians. They will
be able to use the philosophical instruments toward
understanding life, sharing fundamental human values
and knowing and respecting the heroes and intelligence
of their country, as well as being deeply aware
of their own history.
We keep space with all political parties, because
from distance the situation is viewed independently
and because we chose a position to criticize them,
and not to sympathize or become their ally.
We keep distance from the government divisions,
but we realize that the implementation of our projects
few times has to be in coalition with some of them,
in which the regulations have to be clear and never
linked to personal benefits.
We count on partner relationships with the media
as our intermediary between the society and us;
however, we have no contact points with the interests
of the corporations, who support them.
We accept as means of information thoughts and feelings
of Bulgarians not only articles in the official
media, but also forums under these articles, where
the ordinary people express their opinion. We consider
that no Bulgarian is not enough important, in order
for their opinion to be neglected, whatever it should
be, unless moral insults.
We are against extermination and refute of everything
build by our cherished ancestors, who have been
put into a common denominator at the time, in which
they lived and we want to honor their contribution
toward Bulgaria, so it will be kept by us and left
to our generation.
We deny the segregation of Bulgarians with different
ethnic backgrounds, and we will anticipate our intolerance,
and use all legitimate instruments to uncover and
fight people, organizations, media, politicians
and guests of Bulgaria, whose acts or passivity,
directly or indirectly influence the prehistoric
honest amity between different ethnics in our country,
We disallow the segregation between "Bulgarians,
living in Bulgaria" and "Bulgarians, emigrated
abroad" and the plantation of hatred and disagreement
about life, motivation and contribution of emigrants
and we will not allow to be segregated under any
circumstances.
We wish to take down the barriers between each one
of us, in order to build together that Bulgaria,
in which our people believe in and our children
return to.

Chapter I. Structure and decision making
Article 1.
All decisions made by the Foundation's Consultative
Council become effective after the Foundation Chairman's
approval. The Chairman can veto decisions taken
by the Consultative Council. In case that the Chairman
decides that a particular decision is against the
interests if the Foundation and it's constitution,
he can return it to the Consultative Council for
reconsideration.
Article 2.
Central body for making decisions it the Foundation's
Consultative Council.
A/. The Consultative Council consists of three members
B/. The Chairman of the Consultative Council is
being chosen by the Chairman of the Foundation.
C/. New members of the Consultative Council are
chosen by the Chairman of the Foundation and their
applications are subject to approval by the Consultative
Council after a discussion session/questionnaire
with the candidate
D/. The Consultative Council has the power to:
- Take decisions for the politics, strategy and
tactics of the Foundation
- Change the Statute
- Accept the annual plan
- Accept the annual budget
- Approve the Regional Councils
- Assign and release regional coordinators
Discuss and approve actions applied in cases of
violating the behavioral code for the Foundation's
representatives
E/. Duties of the Consultative Council
- Hold monthly meetings
- Decisions are taken with majority at public voting
- Decisions taken with private/secret voting are
not allowed
Article 3.
Executive organs of the Foundation are the regional
councils
A/ Structure of the regional councils
- Leaded by a regional coordinator
- Regional coordinators are chosen by the national
coordinator, who is also the Chairman of the Consultative
Council
- Consist of three or five members, chosen by the
regional coordinator
B/. Powers of the regional councils
- Make suggestions for the annual program, which
is to be approved by the Consultative Council
- Create environment for executing the given tasks
in the annual program
- Make suggestions for changing the statute, policy,
strategy and tactics of the Foundation
C/. Powers and engagement zone for the regional
coordinators
- Be a part of making the monthly, quarterly and
annual program
- Form the regional organizations and organize the
choice of local councils of the Foundation
- Organize and hold monthly meetings with the members
of the local councils
- Bring the tasks of the program to the respective
groups
- Carry the mail with the local members, authorities
and media, as well as the other teams of the Foundation
- Create contacts with the local authorities and
chose people for specialization in foreign countries
- Create and maintain healthy relations with the
local media
- Organize and hold meetings and conferences with
the local people's representatives. These conferences
will include discussing questions of national importance,
and to be voted for in the Parliament. At the conferences
citizens will give their opinions and will question
the deputy, and will end with voting a declaration
indicating the position of the people and how would
they like the deputy to vote on their behalf. The
declaration will be handed to the respective peoples'
representative, after which the Regional Councils
of the Foundation will evaluate whether the deputy
fulfilled the instructions of the people that voted
him to be their representative in the Parliament.
- Will maintain a database with contact information
of their peoples' representatives, and also how
the respective representative voted on key problems,
projects and contracts.
- Will coordinate the financial matters aroused
in the certain area with the treasurer of the Foundation
- reports, funds movement, etc
- Will coordinate the media publications in the
area with the Communications Director of the Foundation
- Will be a part if conferences of the Foundation,
representing their areas
Chapter II. Financial politics
Article 4.
'We, The People of Bulgaria' Foundation is based
on volunteer work of Bulgarians, who want to contribute
to the revival of their country, and the help of
organizations that find the Foundation's goals match
their philosophy. That help may only be in the form
of office equipment, transport, covering business
trip expenses that the basic activity of the Foundation
relies on.

The Foundation does not accept financing by Bulgarian
or foreign governmental sources
B
The Foundation does not accept financing by individuals
or organizations in the form of currency gifts,
shares, etc.
C
The Foundation gathers its necessary financial means
for its budget only by organizing public fund-raising
campaigns, where the invited ones pay for their
invitations
D
All documents for the financial policy and practice
of the Foundation should be available for verification
to everyone interested
Chapter III. Operational politics
Article 5. The whole activity of the Organization
has to be done absolutely publicly
A/
The official correspondence of the Foundation must
be available on the official website of the Foundation
or by other accessible medias
B/ At meetings with strategic importance the Foundation
must be represented by at least two persons, this
way avoiding the creation of circumstances convenient
for non-regulated arrangements
C/ The Foundation must inform the public for the
content of all conversations on strategic level
Chapter IV. Ethics and Code of Behavior
Article 6. Every coordinator of the Foundation is
expected to:
- Be aware that this organization strives for him
and his children's' future
- Be loyal
- Be sensitive for corrupting attempts and resist
such
- Be motivated for success
- Be active
- Be resistant to stress
- Be able to reorganize fast and be optimistic
- Be very organized
- Be sensitive for confidentiality
- Be kind
- Be aware that there are no ideal solutions, just
ones that move us ahead
- Be inclined to find contact points in different
positions, rather than contradicting them and this
waiting objective possibilities for achieving results
- Be aware that the Foundation's goals are idealistic,
but the means for achieving them are pragmatic and
require hard work and devotion
- Be aware that in the area of public life different
interests collide, and wins the one who draws away
first, and because we represent the interests of
the people of this country, we are not allowed to
withdraw
- Be ready to be trained based on the model of work
of our Foundation, and adjoin his current practices
to this model
- Never to forget that he or she is representing
the Foundation and each action taken undertaking
such will form the Foundation's image in the public
domain
- Be a very good person, share the fundamental human
values and not to allow decisions, situations or
strategies that could possibly put those values
aside
Article 7.
The categories in Article 6 are recommended only;
they cannot be used to judge a particular coordinator
of the Foundation, but can be a base on which decisions
for his behavior can be taken These
regulations acquire power on 1st of November 2005
and are obligatory for everyone, who officially
is associated with the foundation "We, the
People of Bulgaria."
