Citizens: We will feel satisfied if you consider this web site as being yours. Please feel free to visit and share with us your opinion, your recommendations and your wishes. We also will be grateful if you let us know about your personal experience with public governance in our country.

Two very important goals are to be reached now after Bulgaria became a Member State of European Union. First: We have to be enough active to accumulate the financial help provided by the taxpayers of the rest of EU Member States. Second: We have to be strong enough to establish the control needed so that the funds provided are used exactly the way they have been designed for.

Please send us your signal if you witness:

  • Signs of unfair competition for EU projects approval by officer/s or department responsible for EU funds management.
  • Improper EU project management showing obvious signs for low quality job performance
  • Signs of EU projects financial mishandling
  • Signs of replacement of materials stated in the project documentation with such of lower quality
  • Crime or suspicious activity on EU project field
  • If you are a consulting/construction company or some other service provider and have evidence or any other strong information that your offer was not considered properly and the decision has been made against public interest please contact us
  • If you are a consulting/ construction company or some other service provider and have been approached for paying additionally to somebody with the promise that your offer will be preferred please contact us
  • If you have witnessed some other unethical public management performance please contact us   

     
You also can go to the List of  Bulgarian Non Profit Organizations  published on this site, select the one, which has office in your town or village and contact them with your observation. They will take care of your signal. Please be advised that your name and contact information will not be disclosed for any reason. We are interested in the problem and not in the person who has given us the red flag. Instead, we will need you to be as much as possible specific while describing the violence you have witnessed. We will be much more productive with respect to finding solution if you provide detailed information about when, where and who was the officer you believe was acting improperly. 

Every year the Permanent Representation of Citizens of Bulgaria in Brussels will hold Annual Conference with title “The State of Democracy in Bulgaria”. Six Non Profit Organizations covering the six plan regions in Bulgaria will present reports reflecting the issues mentioned above. Your signals are supposed to help these organizations to study the real state of democracy in our country and discuss it with representatives of European Institutions here in Brussels. Your help will be critical!   

NGOs: Every singleBulgarian NGO is considered as a part of our team here in Brussels. If we do not have your support and partnership, lots of money will be spent without the effect we all are looking for to be produced. Please feel free to visit whenever you decide. Please feel free to ask for joint action whenever your program requires. We have two work stations in this office. One is for the person who is always here. The second one is for one – week - guest. We would be happy to have some of your colleagues visiting. This way you will witness how we work and we will learn more about your plans, your needs and the way we can joint forces.

If you need a special network with organizations, institutions or professionals located here in Brussels to be built for you, please do not hesitate to contact us. After you give us information about the goal of your project we will provide you with contacts needed and will arrange the visit of your representative if you decide to send somebody here.

We are still in a process of building the system to be used for these Six Non Profit Organizations to be selected. We would appreciate any advice in this direction. Sometime next month we will publish the criteria for selecting the NGOs, which will take care of collecting information for writing the annual reports. Please keep visiting time to time so that you can apply for this status once we open a competition.

Media: Bulgarian media have a good partner here in Brussels. We are glad to offer you a full support in building your network working with European Institutions. We also would be happy to provide all the data and information collected by the office while we have performed our everyday work. Please feel free to contact us when you believe it is worth for you. You also can send as a one – week - guest a representative of your media, who is looking to get more familiar with the capital of Europe. We will help her/him to obtain its temporary press pass getting her/him access to the EU institutions. We also will introduce her/him to key figures so that once she/ he returns home will be able to get back to people already has met in person.    

Municipalities & Regions: Our relationship with Bulgarian Municipalities and Regions is based on membership. Together with our team based in Bulgaria we offer the following range of services:

  • Assisting local governments in building working groups with international partners for fulfilling their local programs for development
  • Providing free consultations for local governments how to build administrative capacity for writing EU projects
  • Providing free consultations for local governments how to build capacity for EU projects management
  • Assisting local governments in their efforts to attract foreign investors expressing interest in participation in projects, which are included in local programs for development
  • Assisting local governments in their efforts to attract financial institutions for covering the 30%  local budget share required in EU projects
  • Providing data base of companies qualified in EU Projects Management Consulting, both Bulgarian and International
  • Representing local governments in Brussels
  • Organizing promotional events, conferences and symposiums serving local programs for development
  • Organizing educational events and seminars for local governments key figures and meetings with EU officials here in Brussels
  • Assisting local governments’ representatives/ delegations in participation in international public, educational and special events taking place in Brussels  

 

Every Bulgarian Municipality or Region is qualified for becoming a member. Membership fee is annual and is based on the size of the entity. If you have an interest please contact us for details about eventual membership and fees.

Health, Educational, Cultural Institution: We are positive that you need help like ours even more than everybody else mentioned on this site. We realize how difficult it is to work with very limited funds and even more limited channels for lobbying abroad. Please feel free to suggest every kind of cooperation with us so that your work and your duties are eased. As the ideas we have already shared with our other visitors, we believe that you may be interested in having your representatives here. If you need to establish direct contacts with Brussels based potential partners of yours, please let us know. We will ask you for giving instructions, which we will follow so that we make sure you are equipped with all you need. Arranging your representative’s attendance to events like conferences, seminars, one-to – one meeting with officials here in Brussels will be our small help for you. Arranging visits of your counterparts to your locations in Bulgaria is also option you can use working with us. Business companies: Helping Bulgarian business is also relationship based on membership. Please note that in the list of services mentioned bellow operative expenses are not included in membership fee.

EU Project consulting Companies: Your role in the process of reconstruction and development of Bulgarian economy will be crucial in the years ahead. International Visitors

Institutions: The Permanent Representation of Citizens of Bulgaria in Brussels is an initiative of We, The People Of Bulgaria Foundation. Our goal is to promote the interests of Bulgarian Citizens in the capital of Europe through building stable and effective alternative channels for communication between Bulgarian local governments and European Institutions. Important part of our activity is also to open alternative channels for immediate feed back communication between European Institutions and the Citizens of Bulgaria. Not overloaded with bureaucracy, we believe these channels would be appreciated by European officials as alternative tools for taking the temperature of Bulgarian realities. Many Bulgarian Municipalities and Regions have expressed interest in having representative offices in Brussels but they can not afford the expenses required. We decided to offer a solution, which will allow Bulgarian local governments to share the annual budget of one common office based on membership, which provides them with the services they need.

International Investors: We realize completely your crucial role in future prosperity of Bulgaria. Thus, we are committed to the mission to help you getting a wide access to Bulgarian market, especially in the area of development. Every local government is supposed to fulfill a massive seven year program for development, which can not be achieved without yours and international financial institutions' help. Please feel free to contact us for anything related to Bulgarian market, Bulgarian legislation, tax system and etc. Please feel free to contact us in any case you feel that a kind of "invisible barrier for international investors" is being put in front of you by some Bulgarian institution, official or officer.
